In order to create a sustainable budget-one that will not only provide for the current needs, but also set up the city to be solvent in the future-a city will need to do some financial planning. Financial planning gives a budget committee a broader picture than just looking at past revenues and expenditures. Financial forecasting, while imperfect, gives a better look into future financial conditions. There are many tools available to do a financial forecast - Excel spreadsheets, software, etc.
