Charters

The charter is the foundational document of a municipality. All authority to govern derives from the powers stated in the charter. The basis for all government responsibility comes from the charter. Each city that undertakes charter revision or the preparation of a new charter must consider provisions and procedures that best serve its unique community. A city may want to form a charter committee as it makes changes to its charter.
