Paid Leave Oregon 101

Paid Leave Oregon is a new state program that will provide up to 12 weeks of paid time off per for employees in qualifying circumstances, beginning in September 2023. Payroll tax collections for covered employees and employees will begin sooner, in January 2023. With all these changes, LOC and CIS are pleased offer this free virtual session leading you through what you need to know today about this brand-new program.

Oregon Public Contracting Basics

This course will provide a broad overview of practical tools for Oregon public contracting law, including:

City Planning in Oregon
Speaker: John Morgan, Center for Public Service Senior Fellow
This training will provide an introduction to city planning in Oregon, including:
- A brief history of Oregon land use laws and their implication for cities;
- Basic principles of planning;
- The role of key members of the city government, including the city council, the planning commission, and other advisory boards, city management, city attorney, and professional planning staff;
- Engagement in the planning process by residents, businesses, and other interested parties; and

Fundamentals of Urban Renewal Programs

Public Works 101

Public Budgeting 101
Speaker: Ross Schultz, Experienced Former Finance Director and City Manager
This general municipal budget training is intended to orient members of city budget committees, including council members, and city staff contributing to budget development.
This LOC training will provide attendees with a high-level understanding of:
- The budgeting process and the budget lifecycle;
- The roles and responsibilities of key players in the budget lifecycle;
- Information on Oregon Budget Law and typical sources of revenue and expenses
- Basic principles of public meetings and ethics as they apply to local government and budget committee service
- Continuous improvement of your budget presentation; and
- Resources for further learning.
Please note: this training was not designed to cover budget law in detail, but rather to provide an overview to a wide variety of city representatives who may be encountering this process for the first time. The LOC encourages staff responsible for budget preparation to also take advantage of the resources available through the Oregon Department of Revenue, such as the comprehensive yearly webinar recordings and technical assistance staff.
