American Rescue Plan Resource Hub

Signed into law by President Biden on March 11, 2021, the American Rescue Plan Act (ARPA) allocates $1.9 trillion to COVID-19 relief and economic recovery. Cities in Oregon will directly receive more than $680 million through the Coronavirus Local Fiscal Recovery Fund.

These funds will be provided over two distributions; the first half is available now and the second half will be available in one year.  Funds must be obligated by December 31, 2024, but cities will have until December 31, 2026 to complete projects.

By the Numbers:

  • State of Oregon total = $4.2 billion
  • State of Oregon = $2.6 billion
  • Metro cities (CDBG entitlement cities) = $437.7 million
  • Other cities = $242.9 million
  • Counties = $818 million
  • Capitol Projects (State) = $155 million
