Local Governments to Play Key Role in Reopening Restaurants

The Oregon Liquor Control Commission (OLCC) released its plan on reopening restaurants that hold liquor licenses this week, and cities will play a role in expediting this process.  Under the governor’s Phase 1 Guidance, an establishment is allowed to expand its footprint into common areas and public property to accommodate more patrons, while complying with social distancing requirements, as long they have the consent of the property owner.  The OLCC has developed a form for licensees to submit to their agency that will require the sign-off of the city or county.  Cities that are located in counties approved for Phase 1 should expect to receive requests for approval of plans later today and into the weekend.  The agency will also establish a single website to report complaints and violations, and the LOC will share that address when it becomes available.
