Feedback Needed on Governor’s Middle Housing Bill

Earlier this week, the LOC received the first round of amendments for HB 2138, Governor Kotek’s middle housing bill for the 2025 legislative session.  The purpose of this legislation is to make it easier to develop middle housing for infill. 

Cities - the governor’s office is taking feedback and her staff knows that they will need a second round of amendments.  They have created a table to demonstrate what they believe has been addressed by the first amendments and what remains to be addressed.   There are several remaining points of contention around tree codes, traffic impact analyses, and middle housing definitions.
