The City of Salem is currently seeking a Management Analyst II to work in the Budget Office Division of the Finance Department. The Budget Office provides a full range of budget and financial analysis services to the City, Urban Renewal Agency, and external customers with thoroughness and integrity. The Management Analyst II will perform advanced analysis of programs, procedures, financial activities, and other associated business issues that have a department or city-wide impact. What you will do:
The Management Analyst II performs complex financial analyses and provides recommendations and support to department management by evaluating, developing, and monitoring organizational systems. This position will prepare rates using complex financial models and develop budgets in accordance with Oregon budget law and best practices. Work is completed in a collaborative, team environment with competing priorities.

Determine sources of revenue, review expenditures, monitor budget performance reports, research and develop rate structures, and manage project accounting.
Coordinate the collection and submission of capital improvement projects in planning for department equipment and facilities.

Position schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m.
What are the minimum qualifications?
Must pass the pre-employment background check.
Must have a valid driver license and meet the City of Salem's driving standards.
Bachelor's degree from an accredited college or university in public administrations, business administration, or a related field. AND
Five (5) years of experience in a related field, or any combination of experience and training that demonstrate possession of the knowledge, skill and abilities as listed, and ability to perform the essential job functions.
Preferred Qualifications (Not required to apply):
Municipal government, Oregon budget, finance, operations, statistical analysis, and policy development experience preferred.
What you will bring along:
Principles and methods of organization and management analysis, operations management, fiscal administration and the use of electronic spreadsheets, PC databases and word processing in analysis and report preparation.
Statistical methods used to analyze data Business and management principles involved in strategic, planning, resource allocation, human resources modeling, leadership technique, and production methods.
Effectively prepare and administer the city or departmental budgets Negotiate contract agreements and evaluate contract compliance. Develop, prepare, and present a variety of financial reports and evaluations. Monitor and assess fiscal activities, specifically budget related documents.
Exercise proficiency, tact, and leadership in conducting studies, preparing and explaining recommendations and assisting with the implementation of recommendations.
Ability to establish and maintain strong working relationships and communication with all levels of City staff, other public bodies or agencies, and member of the community.
Ability to exercise sound judgement to solve problems, work independently and make appropriate decisions regarding work methods and priorities.
Respect, seek to understand, and value individual differences to foster and support a diverse and inclusive workplace.
Occasional attendance at meetings or activities outside normal working hours.

A full-service City, Salem has eight primary departments: Community Services, Finance, Fire, Enterprise Services, Legal, Police, Public Works, and Community and Urban Development. Several departments also have functional divisions within their department. The City has five labor unions and employs roughly 1,350 talented and dedicated staff members. The Urban Renewal Agency and the Salem Housing Authority are separate municipal corporations. The Agency contracts with the City for services and the Authority is led by the Housing Administrator within the Urban Development department.
