Our city is a tourist destination and international gateway via ferry to Victoria, British Columbia, Canada. Residents enjoy a mild, coastal climate with daytime temperatures ranging from 40° in the winter to 70° in the summer. Average rainfall is less than 25 inches per year.

THE CITY

As a full-service City, Port Angeles offers a wide array of municipal services such as police, fire, public works, parks, utilities, and planning to its 20,000 residents. Additionally, our City provides regional services such as water, sewer, emergency dispatch and solid waste to surrounding communities.

THE POSITION

Under the direction of the Deputy Director of Community Services, the Housing Administrator will primarily manage the City’s affordable housing programs and projects. The incumbent is accountable and responsible for delivering effective and efficient services to the public. This position serves as the City liaison to other departments and community agencies on housing issues related to housing policy, implementation of City housing goals, and reviewing and analyzing all housing-related development applications. It provides City-wide leadership and coordination on housing policy issues. The position oversees and coordinates the utilization of the City’s Housing Rehabilitation Fund, including Affordable Housing Tax revenue and the Community Development Block Grant (CDBG) income (specific to housing), including identifying, managing, and administrating grants awarded to the City for housing benefits and purposes. Additional responsibilities include advocating for utilizing the City’s code incentives to support housing, providing support to community housing groups and agencies actively working on adding housing units within the City of Port Angeles, and other duties as assigned.

The primary focus areas for this position, as outlined in the Strategic Plan and include:

Increase the number and percentage of overall housing units.
Increase the number of unhoused people moving to housing.
Establishing land use plans and policies to meet housing needs for all demographics over the next 20 years.
Increase the number of affordable units built.
Evaluate and recommend changes that positively affect the percentage of family income spent on housing and utilities.
The goals of this position are to:

Take concrete steps to increase housing units of all types, focusing on affordable and permanent supportive housing.
Provide a variety of professional current and long-range planning functions related to supportive, low-income, affordable, and workforce housing.
Facilitate access to appropriate services for Port Angeles residents experiencing homelessness.
Find creative solutions to support the City of Port Angeles and the community goals that each resident has a safe and affordable place to live.
Additionally, this position will:

Develop, implement, and administer the City’s Housing Action Plan to achieve community housing goals.
Build relationships with non-profit, public, and private community partners.
Plan, organize, coordinate, and implement the work plan and policies related to the City’s housing policies, projects, and programs. Evaluate and recommend housing policies and procedures.
Review, approve and assist with permitting affordable housing projects, workforce housing projects, single-family residences, all duplexes, multi-family units, and additional dwelling units (ADUs).
Review, analyze, and approve all subdivisions creating affordable housing solutions or increasing the number of housing units in the City including, but not limited to, Boundary Line Adjustments, Short Subdivisions, Long Subdivisions, Planned Residential Developments, and other related divisions of land.
Review, analyze, and advise City leaders on Short Term Rentals (STR) and the implications on housing availability. Assist with creating regulations for STR proposals. Help develop code compliance procedures to ensure that STR owners follow the rules.
Help regulate STR applications, funds, and inventory.
Identify and execute studies needed to enable the City to make informed decisions about the affordable housing program and implement and administrate changes.
Manage databases, including data entry, evaluation, and reporting of all federal housing community development contracts and active STRs.
Analyze, plan and facilitate permit and development review processing activities related to housing projects.
Develop recommendations and prepare reports regarding complex housing issues related to zoning, urban design, population trends, transportation, climate change, community needs, environmental issues, and other local regulations or policies.
Analyze proposed code changes, code updates, Comprehensive Plan amendments for the Shoreline Master Program, Zoning Code, Subdivision Ordinance, Critical Area Codes, processing and procedural codes, and any other required or optional code changes and the impact they may have on housing development to ensure that proposed modifications align with the City’s goal to increase housing units for the citizens.
Prepare reports, meeting agendas, packets, minutes, and presentations to work closely with the Planning Commission, City Councilmembers, and critical community groups for all proposed changes that could affect housing and any other housing-related concerns or actions.
Analyze, plan, and coordinate long-range planning activities related to housing projects.
Work closely with other departments to develop joint procedures and solve administrative problems.
Coordinate planning, housing, and other Community and Economic Development activities with other City Departments, surrounding local jurisdictions, state and federal agencies, and the general public to align the Olympic Peninsula goals to work together on community-wide planning and housing projects.
Monitor contracts with other governmental agencies and community-based organizations as they relate to the City’s housing programs; formulate improvements and implement changes within the program; consult with the Department Head and other management staff on work programs, schedules, policies, and housing program development; represent the program at meetings.
Administer consultant contracts related to housing needs, including preparing Request for Proposal and Scope of Work documents, participating in consultant selection, and overseeing contract compliance and payments.
Research grant funding opportunities, assist with grant writing proposals to improve the City’s affordable housing resources, and implement grants as assigned.
Prepare program proposals, web content, analyses, publications, visual aids, displays, newsletters, and activity progress reports.
Prepare and review reports and correspondence to the public.
Perform complex and challenging special assignments and projects.
Incumbent may need to attend meetings outside of regular business hours.
Perform any other duties as assigned.
Assist with urban renewal projects related to community housing to support the creation of additional affordable housing units.
Track and map all affordable housing units and projects in the City and the region.
Develop compliance procedures for local housing projects/funds.
Communicate with the public using websites, social media, printed materials, and other outreach tools.
Provide information, data and technical assistance to supervisors and staff, businesses, and the community.
Develop and implement strategic housing resource plans, including the Annual Action Plan, Comprehensive Housing Plan, and HUD Consolidated Plan.
Serve as City Staff liaison for advisory boards as assigned.
Keep immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems, and provide suggestions for new or improved ways of addressing such issues.
Attend meetings, conferences, workshops and training sessions, and reviews publications and audiovisual materials to remain current on the principles, practices, and new developments in assigned work areas.
Respond to citizens’ questions and comments in a courteous and timely manner.
Communicate and coordinate regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; and
Perform other duties consistent with the role and function of this classification.

COMPENSATION & BENEFITS

Housing Administrator Annual Salary Range: $72,944 – $87,186 ($35.0692 – $41.9165 per hour).

THE IDEAL CANDIDATE

The ideal candidate should possess the following:

Knowledge of Federal, State, and local housing legislation, regulations, programs, and resources.
Knowledge of theories, concepts, principles, and practices of the housing development process, housing, and real estate finance.
Knowledge of public speaking principles and practices, public contact, and community relations.
Knowledge of development of affordable housing principles in a controlled growth environment.
Knowledge of personal computer applications related to planning operations.
Ability to plan, organize, evaluate, direct, and implement City housing policies.
Ability to exercise initiative, ingenuity, and sound judgment in solving community housing problems.
Ability to evaluate and develop City-wide policies, programs, and ordinances related to housing.
Ability to understand complex legal documents and regulatory agreements.
Ability to establish and maintain effective working relations with the public, boards, commissions, public officials, and other City Departments.
Ability to effectively present housing matters to the public, City Council, City boards and commissions, and other City Departments.
Ability to understand and relate to others the goals, concepts, and principles of the City Organization; and
Ability to prepare clear and concise administrative and technical reports for the public and governing bodies.

PREFERRED QUALIFICATIONS

A combination of the experience and education listed below, which provides an equivalent background to perform the work of this position, will be considered.

Education:

A Bachelor’s degree in Public Administration, Planning, Finance, Business, Social Sciences, or a closely related field. AICP desirable.

Experience:

Considerable (3-5 years) experience in planning, program management, affordable housing programs, community housing, planning, public policy, real estate finance or development, business administration, or economic development.

Other necessary requirements: Must possess a Washington State Driver’s License within one month of hire date.
