JOB DESCRIPTION: City Engineer
Department: Administration
Reports to: Public Works Director
Classification: Permanent, Full-time, Exempt
Grade: L
KEY DISTINGUISHING DUTIES:
This position plans, organizes, and directs the City’s Engineering Division and its respective programs and projects, which include the City’s Capital Improvement Plan and Development Review. Provides quality control/quality assurance review of engineering plans and reports. Administers development review and engineering permitting program. Oversees special City engineering projects. Communicates with regulatory agencies, municipalities, other jurisdictions, citizens, contractors, and developers to resolve engineering issues. Provides engineering support and technical expertise as part of the City’s leadership team. This position requires complex applicable project management, problem-solving, independent judgment, and decision-making appropriate for a professional engineering position.
Reviews and approves complex civil engineering construction and private development engineering plans and documents for conformance to City design and construction standards, codes, and ordinances; performs overall supervision and review of detailed and complex engineering calculations, plans, specifications, and required submittals for private development projects, such as street, water distribution, sewer collection, and storm drainage system.

• Exercised: This position will provide subject matter expertise, manage professional contracts within the Engineering Division, and supervise the Development Engineer and other select staff.
RESPONSIBILITIES:
• Manage engineering design services for capital improvement projects including determining project criteria, schedules, cost estimates, format, and contract specifications; coordinate other departments involved.
• Oversee professional service contracts for capital improvement projects, development review, and technical studies including determining project scope, schedules, consultant criteria, and selection; administer consulting contracts.
• Manage the function of the capital improvement project delivery staff, providing engineering and construction expertise to staff and consulting engineers for implementing the City’s Capital Improvement Plan.
• Manage the development review process for engineering, including supervising engineering development consultants, providing staff with civil and transportation engineering expertise, and consulting engineers for private developers and the City’s Planning and Building Departments.
• Work collaboratively with all City development functions to streamline services and provide predictable, timely reviews, and excellent customer service.
• Prepare reports to disseminate information to elected officials concerning local and regional issues including determining report content and format.
• Serve as City representative in regional organizations including advocating City policies and scheduling City Council briefings on regional and local issues.
• Assist Finance in the development and monitoring of the Engineering Division and project budgets.
• Manage special City projects and programs including capital improvements and engineering studies. Prepares reports and makes presentations to the City Council, Budget Committee, and others.
• Conduct inspections of work-in-progress and ensure projects are completed in compliance with applicable codes, regulations, and standards.
• Evaluate storm, road, drainage, and other utilities and general site work for private construction projects and work performed in City right-of-way for compliance with applicable City codes, ordinances, and regulations; review and/or prepare street and sewer construction cost estimates.
• Develop agendas, organize meetings, prepare staff reports, and communicate official plans, policies, and procedures to staff and the general public; make private and public presentations to supervisors, boards, commissions, civic groups, and the general public.
• Respond to questions and complaints from the public concerning drainage, private construction, and other related issues.
• Oversee updates to City masterplans.

EDUCATION, EXPERIENCE, LICENSING AND OTHER SPECIAL REQUIREMENTS:
• Bachelor’s degree in civil engineering or related field, Professional Civil Engineer license and minimum 4 years related experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
• Ability to possess and maintain a valid driver’s license.
• Required to be a Registered Professional Engineer in Oregon or must be able to secure certification within one year of being hired.
• May be required to work evenings and weekends. Duties will occasionally involve dealing with distraught or difficult individuals and attending meetings or activities outside normal working hours.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities; must be physically capable of moving about on construction work sites and under adverse field conditions. While performing the duties of this job, the employee is occasionally required to stand, walk; use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell. The noise level in the work environment is usually moderately quiet and may range too loud when in the field.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee performs in both field and office settings. The employee may be required to walk rough terrain and climb inclines at work sites. May also be exposed to conditions and hazards associated with construction sites and potentially hazardous materials and equipment, fumes, or vapors.
