The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Data and Policy Analyst (Operations and Policy Analyst 2) in Portland, Oregon.

The Materials Management Program is part of DEQ’s Land Quality Division. Land Quality programs support DEQ’s mission through a wide range of environmental work, including assessing and managing environmental cleanups, promoting manufacturing and recycling of non-toxic commercial products, safely managing the disposal of solid and hazardous wastes, administering the state’s underground storage tank and heating oil tank programs, and responding to spills of oil and hazardous materials. What you will do!
You will be responsible for coordinating and monitoring Materials Management program information and data, including progress towards goals that advance the 2050 Vision and Framework for Action, ongoing recycling reporting, existing solid waste and compliance databases, Materials Management dashboard, and Your DEQ Online. You will provide GIS support by using mapping tools to visualize data and information related to extended producer responsibility programs for paint, electronics waste, medicines, mattresses, printed paper and packaging, and other Materials Management programs. In addition, you will run data reports, provide oversight, implement surveys, review and compile monthly and quarterly reporting, and perform auditing functions.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in business or public administration, behavioral or social sciences, finance, environmental science, political science, or a related degree, AND 2 years of professional-level evaluative, analytical, and planning work (an equivalent combination of education and experience is acceptable).
Most competitive candidates will also reflect the following:
Demonstrated understanding of environmental justice and the historical impacts on marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
Knowledge of and experience with material prevention, reuse and recovery practices, and alternatives.
Direct professional experience working with GIS or an equivalent evaluation tool suitable for environmental modeling.
Direct professional experience working with R or an equivalent programming language suitable for environmental statistics.
Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses.
Experience conducting in-depth evaluations of program rules, policies, and operations; conducting research; and adapting or creating new procedures to solve program issues.
Strong research and data analysis skills and experience.

This position will be based out of the DEQ’s Headquarters office in Portland, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide the necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
There will be occasional travel on official State business for meetings, fieldwork, conferences, training, and public hearings, some of which may involve evening work, overnight stays, and/or weekend work. During fieldwork, there may be exposure to adverse weather conditions, pollutants, chemicals, contaminated soil and water, fumes, airborne contaminants, fall or tripping hazards, stairs, kneeling, crouching, climbing, and substantial walking.
