GENERAL DESCRIPTION
Greets the public; acts as receptionist; answers telephone; responds to inquiries as appropriate. Receives payments and processes receipts for: water/sewer service, airport, pay stations, bulk water station, licenses, fees, and court fines. Responsible for airport billing and utility billing, and bank statement reconciliation. Assist court clerk with court functions, and perform related tasks as required. Works under direct supervision of the Finance Director/Recorder and receives general supervision from the City Manager.

Typical Duties
1. Performs varied clerical and secretarial services.
2. Schedules use of the Community Center.
3. Acts as receptionist and cashier.
4. Receives cash receipts for: sewer and water services, pay stations, licenses, fees, and fines.
5. Performs the duties of Utility Billing Clerk, including but not limited to assisting with maintenance of utility billing accounts, receiving and posting payments for billing and deposits, printing, posting and tracking of utility bills, preparation for mailing of bills, reconciling water deposit records, maintaining utility billing, accounts receivable records, preparing shut-off lists, assessing and recording late penalties.
6. Provides billing and services for the airport.
7. Manages collection of online payments from Xpress Bill Pay to Caselle system.
8. Acts as assistant court clerk including, but not limited to attending municipal court one evening per month or as necessary, receiving and recording fines, tracking payments and appearances or other reports as required.
9. Assists the Finance Director with other duties as assigned.

MINIMUM QUALIFICATIONS
Experience and Education
Secretarial and general office procedures experience necessary. May substitute completion of business School or equivalent education for experience. Word processing, accurate operation of ten-key calculator, bookkeeping, billing, diplomatic public relations are required.
Certifications and Licenses
1. Must have a high school diploma.
2. Job-related experience or completion of business school or equivalent education desired.
Skills, Knowledge, and Abilities
1. Must have excellent customer service skills and ability to multi-task.
2. Have a general knowledge of record-keeping and office procedures.
3. Computer, word-processing, data entry, ten-key and filing skills required. Must be able to make computations and tabulations accurately and with reasonable speed using a ten-key calculator.
4. Must be able to understand and follow oral and written instructions; learn clerical tasks readily; adhere to prescribed departmental routines; establish and maintain harmonious working relationships with the public and other employees.
5. Must be over the age of 18, as position requires employee to sign legally binding court documents.
6. Must be able to pass drug screen, background check, must be bondable, and must demonstrate ability to perform essential functions. Education, experience, and references verified.

PHYSICAL/MENTAL DEMANDS
While performing the duties of this position, the employee is frequently required to walk, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility. Duties involve moving materials weighing up to 10 pounds on a regular basis such as files, books, office equipment, etc., and may infrequently require moving materials weighing up to 40 pounds. Manual dexterity and coordination are required while operating equipment such as computer keyboard, calculator, and standard office equipment. Specific vision abilities required by the job include close vision and the ability to adjust focus. This position interfaces directly with the public and requires communication skills including listening, tactfully addressing problems, and problem solving.

WORKING CONDITIONS
Usual office working conditions: noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises. Work assignment requires occasional attendance at evening meetings such as City Council meetings and attendance at meetings with other agencies, strategic community partners and vendors.
